The Bad Lieutenant's Rebus

I was going to make this simple and post a photo from a certain site, but they've made it so you can't repost their pics. The original was done on a movie marquee (though I believe that the third film was planted there or photoshopped in, as it has been out of the theaters for some time). So, I'll do a recreation. First, do you know what a rebus is?
